Anti-Money Laundering & Counter-Terrorism Financing (AML/CTF) (EN)
The regulatory framework requiring financial institutions, designated non-financial businesses and professions (DNFBPs), and virtual asset service providers (VASPs) to implement measures to detect, prevent, and report money laundering and terrorism financing. In the UAE, AML/CTF is governed by Federal Decree-Law No. 20 of 2018 (as amended) and Cabinet Decision No. 10 of 2019, enforced by the Financial Intelligence Unit (FIU) and supervised by the CBUAE, DFSA, FSRA, SCA, and designated supervisory authorities. Requirements include: Customer Due Diligence (CDD), Enhanced Due Diligence (EDD) for high-risk customers and PEPs, Suspicious Transaction Reports (STRs), beneficial ownership identification, sanctions screening, and record-keeping obligations.
