The legal framework for protecting patents, trademarks, copyrights, trade secrets, and industrial designs across the GCC states. In the UAE, IP protection is governed by: Federal Decree-Law No. 38 of 2021 (Trademarks), Federal Law No. 11 of 2021 (Patents), Federal Decree-Law No. 38 of 2021 (Copyright), and the Ministry of Economy acts as the IP registration authority. The GCC Patent Office (based in Riyadh) allows a single patent filing covering all six GCC member states. Saudi Arabia's Saudi Authority for Intellectual Property (SAIP) administers domestic IP rights. Key challenges include enforcement (particularly for online infringement), counterfeiting in free trade zones, and the absence of robust trade secret legislation in some jurisdictions.
